This nine (9) member commission, established by Resolution No. 2018-45, is charged with providing advisory recommendations to the Mayor, City Council and City staff on strategies, policies, and programs designed to ensure quality care for animals housed at the City of San Bernardino’s Animal Shelter; increasing awareness of animals available for adoption at the shelter; and educating the community regarding the humane treatment of animals and other matters related to animal shelter services.

Public involvement is crucial to the City’s decision-making process, and appointed advisory bodies are an important and valued part of City government. There are particular areas of decision-making which benefit from the advice and counsel of qualified residents. By advising the Mayor, City Council and staff, bringing new ideas to the table, and representing all of the diverse elements of our community, members of advisory bodies assist the Mayor and City Council in making the best, most informed decisions possible, for the benefit of the community.
Serving on one of the City’s boards, commissions or citizen advisory committees can be a fascinating and rewarding experience. Members are charged with formulating new ideas, information gathering, receiving public testimony and comments, analyzing complex issues, and making recommendations on specific projects and broad policy issues to help the Mayor and City Council to make better-informed decisions.

Application Process
Applications are accepted year-round and vacancies are filled as they become available. Applicants must reside within San Bernardino city limits and be a registered voter. Some advisory positions may have other requirements, please review the descriptions below prior to applying.

Arts & Historical Preservation Commission
Established by Resolution No. 2018-97, this nine (9) member commission advises the Mayor, City Council and City Staff on matters pertaining to the arts, culture, and historic preservation and heritage in the City. The commission is also charged with serving in an advisory capacity to the Planning Commission in making recommendations relating to the designation, preservation and protection of historical properties.
Charter Review Committee
This is a nine (9) member commission comprised of San Bernardino residents or business owners, established by Resolution No. 2017-211, is responsible for making recommendations to the Mayor and City Council regarding marijuana policies and regulations.

Downtown Advisory Committee
This is a nine (9) member commission comprised of San Bernardino residents or business owners, established by Resolution No. 2017-211, is responsible for making recommendations to the Mayor and City Council regarding marijuana policies and regulations.
The Downtown Advisory Committee (DAC) is an advisory committee established by the Mayor and City Council to assist with the Downtown Specific Plan. The DAC serves as an important component of the public participation program providing one of the primary communication channels for the community making recommendations to the Planning Commission and the Mayor and City Council. Elected Official Compensation Advisory Commission
Established under Section 305 of the City Charter and defined in Municipal Code Chapter 2.19 this nine (9) member commission is charged with evaluating and making compensation recommendations to the Mayor and City Council for the City’s elected officials.

Electoral Redistricting Advisory Committee
The Electoral Redistricting Advisory Committee is an advisory body to the Mayor and City Council. General Plan Advisory Committee
The General Plan Advisory Committee (GPAC) is an advisory committee established by the Mayor and City Council to assist with the update the City’s comprehensive General Plan. The GPAC serves as an important component of the public participation program providing one of the primary communication channels for the community making recommendations to the Planning Commission and the Mayor and City Council. Library Board
Established under Charter Section 602 this five (5) member board is responsible for providing adequate library services; appointing a Library Director; administering the Library budget allocated by the Mayor and City Council; and making and enforcing all rules and regulations applicable to library services.

Measure "S" Citizens Oversight Committee
In the November 2020 election, Measure S passed. The Measure “S” Citizens Oversight Committee was established by Resolution No. 2020-248, replacing the Measure “Z” Citizens Oversight Committee. This nine (9) member oversight committee is charged with reviewing and reporting annually on the use of the proceeds from the quarter cent general sales tax established by Measure “Z” beginning on April 1, 2007 for a 15 year period (Ordinance No. MC-1229). The revenue generated from the Measure “Z” sales tax are to be used to fund police officers along with anti-gang and anti-crime operations, including drug resistance education and supervised after-school youth activities.
Parks, Recreation & Community Services Commission
This is a nine (9) member commission, established by Resolution No. 2018-47, charged with advising the Mayor, City Council and City staff on community needs for the purpose of establishing City priorities, goals and objectives with respect to parks, recreation and community services, youth services, and senior services; and evaluating community agencies and organizations receiving City funds for the purpose of providing recreation services, youth and senior services.

Personnel Commission
Established under Charter Section 604, this five (5) member board is responsible for hearing appeals of disciplinary action filed by classified City employees.
Planning Commission
This nine (9) member Commission, established under Municipal Code Chapter 2.22, is tasked with advising the Mayor, City Council and City staff on the physical development of the city, including zoning, building, land use and related matters.
Public Safety and Human Relations Commission
This nine (9) member commission, established by Resolution No. 2018-46, is charged with studying and making recommendations to the Mayor and City Council on matters concerning the City’s law enforcement and fire services, emergency preparedness and traffic safety (including traffic law enforcement and traffic engineering).

Water Board
Established under Charter Section 603, this five (5) member board is responsible for the oversight and management of the City’s water supply, recycled water, wastewater collection and treatment; employing Water Department employees; setting and collecting water and wastewater rates, fees and charges; and collaborating with the Mayor, City Council and the City Manager on matters concerning the City’s water and wastewater systems.
