| Captain - Operations Division - Captain R.C. Garcia has been serving the city of San Bernardino with the San Bernardino Police Department for 23 years. Captain Garcia received his Associate's Degree in Administration of Justice from Riverside Community College and his Bachelor's Degree from Southern Illinois University in Adult Education and Training. After graduating the San Bernardino County Sheriff's Academy in 1985, Captain Garcia was assigned as an officer to the Patrol Division. He went on to work a variety of assignments to include multiple tours on the Multiple Enforcement Team (M.E.T.) specializing in street gangs and SWAT tactics, SANCATT - a multi-agency auto theft task force, and Community Response Unit (C.R.U.). Captain Garcia has also served as a Weaponless Defense Instructor, Special Weapons Instructor, and has provided expert testimony in both Municipal and Superior Courts regarding Street Gangs, Auto Theft and several types of narcotics. Captain Garcia was recognized as "Officer of the Year" by the San Bernardino Area Chamber of Commerce, as well as "Officer of the Year" awards on two occasions from The Hispanic Chamber of Commerce. Over his career, Captain Garcia has received 40, CHP/AAA 10851 - Auto Theft Recovery Awards, and a Unit Citation for his work with street gangs. Captain Garcia is currently assigned as the Support Services Captain. |
| Captain - Community Services - Captain Raymond King graduated from the San Bernardino County Sheriff's Academy Class 89 in November 1987 and began his career with the San Bernardino Police Department as a patrol officer. Some of the assignments that he had been assigned as an officer include downtown foot patrol, which was a pilot program in 1988, the Community Response Unit, Bicycle Mounted Enforcement Team, and Traffic. In June 2002, he was promoted to detective and assigned to the Crimes Against Children Unit. In January 2003, he was promoted to sergeant. His assignments as a sergeant included patrol, Southern District Patrol Operations, Carousel Mall, and another rotation in the Traffic Unit as the evening supervisor. In January 2009, he was promoted to lieutenant and was one of two dayshift watch commanders. In August 2009, he was selected as the commander for the Northeast Patrol District, and in March 2010, he became the commander for Patrol Support Services, which includes the Downtown Policing District, Traffic, and the Reserve Officer Program. He now is the captain of Community Services that is comprised of Patrol Support Services, Animal Control, SBIA, Community Affairs and the Public Information Officer, Citizen Patrol Volunteers, and the Mounted Enforcement Unit. Captain King holds a Bachelor's Degree in Business Management and has completed extensive leadership training including graduating from the Sherman Block Supervisory Leadership Institute and the POST Management Program. He is currently attending Command College in Southern California and is scheduled to graduate in September 2012. Captain King is also a certified trainer in Basic Police Motorcycle Operation, Verbal Judo, the Incident Command System, Racial Profiling, and Pursuit Training. |
| Captain - Support Services Division - Captain Jarrod Burguan has been serving the City of San Bernardino and the San Bernardino Police Department since 1992. Following his graduation from the San Bernardino County Sheriff's Academy in May 1992 he was assigned to the patrol division where he worked a variety of assignments including general patrol, Bicycle Mounted Enforcement Unit, and Field Training Officer. In 1998 he transferred into the Traffic Unit where he spent several years as a Motor Officer. He promoted to the rank of Detective in 2002 where held assignments in Auto Theft, Robbery and Traffic. In 2004 he was promoted to Sergeant where he worked assignments in Patrol and Traffic. He was promoted to Lieutenant in 2009 where he worked as a Watch Commander, Southeast District Commander and the General Investigations Commander. He also served as the Police Department's Public Information Officer in 2010 and 2011. Captain Burguan holds an Associate's Degree from San Bernardino Valley College, a Bachelors Degree in Business and Management from the University of Redlands and a Masters Degree in Management from the University of Redlands. Captain Burguan is currently assigned as the Support Services Captain responsible for dispatch operations, the Records Division, Personnel and Training Unit, Property Unit and the Financial Unit. | | Captain - Investigations Division - Captain Gwendolyn Waters began her career with the San Bernardino Police Department as a Police Assistant in 1984 and was sworn in as a Police Officer in 1985. As an officer, she worked twelve years of patrol, including assignments as a bicycle officer and a K-9 handler. She was also a member of the Hostage Negotiations Team, the Peer Counseling Team, and the Mounted Unit, and served as a frequent undercover operative for Vice programs. She is the founder of the department's Baker-to-Vegas running team and served as captain of the team for its first nine years. As a Detective, Captain Waters worked as a field training officer, a burglary and child crimes investigator, and in Internal Affairs. On earning promotion to Sergeant, she returned to patrol for two years before moving on to assignments as the Patrol Executive Officer, Western District Operations Sergeant, and Administrative Assistant to the Executive Staff. As a Lieutenant, she served as a District Commander, Watch Commander, and Detective Bureau Commander. Upon her promotion to Captain, she assumed command of the Investigations Division. While working for the department, Captain Waters completed an Associates Degree in Criminal Justice and a Bachelors Degree in English and Communications. She is also a graduate of P.O.S.T.
