Assessment Districts provide a means of funding certain maintenance items within designated developments, which would otherwise be funded from the General Fund. The annual assessments include costs for maintenance, water and energy, inspection, and administration, and are collected on the property tax bill. In order to maximize transparency, the funds received for each district are maintained separately from the General Fund.
Districts may support one or a combination of the following items:

Sewer lift stations

Landscape
Currently, 68 of the 74 formed assessment districts are active throughout the City. The majority of these are Landscape Maintenance Assessment Districts that were formed as a result of conditions of approval for various developments.

Assessment districts, also referred to as Improvement Districts, are governed by Municipal Code 12.94 in accordance with Proposition 218. A detailed assessment roll and map for each district, depicting the amount to be assessed against each parcel within each district, is on file in the Office of the City Clerk.
