San Bernardino City Council Releases Results of Investigation Involving Improper Disclosure of Closed Session Information
The San Bernardino City Council has released redacted portions of a report detailing its investigation into the unauthorized disclosure of closed session information in violation of California’s Ralph M. Brown Act.

On Wednesday, April 3, the City Council voted 4-2 in closed session to release portions of the report. Councilmembers Theodore Sanchez, Sandra Ibarra, Juan Figueroa, and Mayor Pro Tem Fred Shorett voted yes, and councilmembers Kimberly Calvin and Damon Alexander voted no. Councilmember Reynoso was absent.
Earlier this year, the Council initiated an investigation into allegations made in a claim filed against the City in relation to last year’s City Manager recruitment process.
The investigation was conducted by an outside firm, JL Group, LLC.
Based upon the investigation’s findings, on Wednesday, April 17, the Mayor and City Council will consider whether to and the process for adopting a Resolution of Censure concerning Council Member Kimberly Calvin’s alleged misconduct involving violations of policy, law and fiduciary duty.
A censure is an official reprimand or condemnation, typically adopted by resolution, representing a city council or public body's disapproval of specific behavior by an individual council member. While it doesn't impose penalties like fines or suspension, it serves to distance the agency from unacceptable behavior.
